AALO, June 17: Altogether 23 teachers out of thirty seats allotted are appearing examination for Diploma in Elementary Education at DIET Kamki today.
As the Diploma degree has been made mandatory for all the teachers by 2015 as per Right to Education Act, another batch of 360 in service teachers both SSA and regular are appearing the training examination from 23rd to 28th of this month. The teachers are being accommodated in the Donyi Polo College Kamki.

Intensive fogging operation in Lohit district
ITANAGAR, June 17: The District Vector Borne Disease Control Unit (NVBDCP) of Lohit has launched an extensive fogging operation in the district to fight against the malaria, dengue and Japanese encephalitis.
The fogging operation in lower belt of Lohit covering whole township of Namsai, Mahadevpur, Lathao and Wakro and upper belt covering Tezu, Lohitpur, Demwe and Sunpura is going on in full swing from the second week of this month.

Govt to invest Rs 5,000 cr to set
up 8K towers in NE
New Delhi, June 17: In a bid to improve telecom services in the northeastern states, the government will invest Rs 5,000 crore to set up over 8,000 mobile towers in the region.
Minister of Communications and Information Technology Ravi Shankar Prasad said improving telecom connectivity in the north east is one of the top priorities of the government.
"In the north east, telecom infrastructure will be strengthened. The government will set up over 8,000 towers at a cost of Rs 5,000 crore," Prasad told reporters here.
He said the Telecom Commission had cleared the proposal a few days ago.
The Telecom Regulatory Authority of India had last year recommended an investment plan to improve services in north east India.
The TRAI recommended a 2 per cent discount on annual licence fees for telecom operators that cover at least 80 per cent of habitations with a population of 250 and subsidies for installation of solar power units at telecom towers.
The regulator also recommended investments to provide seamless connectivity across national highways in the north east region covering Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.

ITANAGAR, Jun 17: The state government has always been supportive of the media as it serves as a bridge between the government and the people, said GoAP spokesman and IPR department Parliamentary Secretary Bamang Felix when representatives of the state’s media fraternity called on him to seek policy decision regarding IPR department.

Citing the example that in most of the states the ad bills are cleared quarterly, the APC and APUWJ have been pursuing the GoAP on the issue since 2004 but without any tangible result so far.
However, Felix asked the IPR secretary Dani Salu to immediately put up the file for him to take it up with the government seriously for fulfilling all genuine demands.
When pointed out that many central government establishments based within the state were routing their ads through agencies located outside causing losses to the local media organizations, Felix assured to take up the matter with appropriate authorities.
Later the duo also called on Health & Family Welfare Minister Kalikho Pul to draw his attention to the fact that various GoAP agencies, like NRHM, APSACS, SSA, Malaria, TB, NPEB etc have been issuing ads much below the DIPR’s approved rate, that too few ads annually, though such organizations basically aim at massive publicity.
Responding to the memorandum, Pul assured that there would be no injustice to the media and he would initiate immediate steps to redress the grievances.

The EE, Power and EE, PHED have been instructed not to give water and electricity connection to any building or house, be it private or government, without clearance from the Fire Department and subsequent Completion Certificate (CC) by the UD department.
The DC asked all HoDs, CO (Dev), Ziro and DLR & SO to submit the list of government land encroachment, unauthorized construction, illegal occupation of government quarters, circuit houses, inspection bungalows/govt. land in Hapoli Township to the ‘estate officer’ (ADC, Ziro) within 15 days. The defaulters will be initiated action under Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003.
Lamenting the construction activities in the agricultural land (paddy fields) in the Ziro Valley (other than the notified Hapoli Township) thereby disturbing the physical environment of the community, he insisted for permissions for the same in exceptional circumstances in larger public interest which shall only be granted by the Deputy Commissioner (DC), Ziro. Tsering reviews hydro projects implementation

Blame game
BSNL yesterday lodged an FIR against PWD contractors for destroying underground cables and pillars at Chimpu and O point in Itanagar. As per the sources about 1600 Service lines have been affected because of digging works carried out with the help of excavators. Telecom giant claimed that contractors never intimated them before the start of the work. BSNL also added that no compensation has been paid by the State Government for the damages caused by its works departments since 2011.
This incident is one of the glaring examples of how the agencies do not work in tandem. PWD should have coordinated with BSNL to avoid such loss of properties. In the past there have been instances when water pipeline got damaged due to the excavation work carried out to construct drain along the highway. BSNL themselves has been accused of damaging road while laying optical fibre. Instead of indulging in blame game, these agencies should properly coordinate among themselves, so that works executed by one do not hamper infrastructure of others.

ADC should be seen as a welcome step in bridging the gap

This is in response to the news published in your daily ‘SUMA says no to autonomous councils’.
First, the Student’s Union body said that, ‘already separate departments have been created for Tirap & Changlang and Department of Karmik and Adhyatmik Affairs with special developmental package for the development of the regions/Districts. Yes, technically true. But, the issue of backwardness and underdevelopment cannot be solved just out by creating an institutions or departments. The pertinent issue is ‘execution and operational part’. Who operates the departments and takes the decisions, arrange funds?
And the most important is, ‘How much the local authorities and people have a say on such development plans allocations? The departments for Tirap and Changlang might have been created but it seems people and local authorities of Tirap and Changlang has no direct participation and freedom for decision making in the affairs of the said departments. Every affairs is under strict control of state government and head of the departments who lives in Itanagar, 100s of kms away from the districts.
As Late. Shri Rajiv Gandhi, PM of India once said, “that for every rupee sent to the common man, only 17 paise reached him”. Thus the debate is on delivery system in welfare schemes. I remember during the recent election people admitting that they don’t know about DoTC, the location of the office or the officers.
This clearly indicates the failure in execution part and need of demand of empowering the local authorities and people in planning and decision making purpose. This could lead to better planning and distribution of financial resources without any kind of hurdles from a middleman. This is what autonomous council promises to give to the people of backward regions.
Second issue which the article raised is about the threat to peace and communal harmony within the state due to creation of ADCs. Creation of ADCs or any kind of reservations for the backward region cannot be seen in the light of communal and unequal treatment. Instead, it should be seen with the view of upliftment; a kind of support and help to grow along with the fellow family members.
The need and demand for autonomous councils is purely socio-
However, it is equally true, there is no guarantee that with coming of autonomous councils such problems will be vanish overnight. But, true the autonomous council will provide a platform for the people of the region to take their own decision in administrative jurisdiction, financial allocations and distributions and other development areas. This infact, will empower and uplift the people of the region. Autonomous Council may give some hope of job opportunities for the youth of the districts who otherwise may end up their career in wrong path.
Let us all try to feel and understand the problems and conditions of the three districts. I sincerely appeal to the SUMA and its members to support the demand of autonomous council. When almost every states of NE like Assam, Meghalaya, Tripura and Mizoram are getting benefit of development out of sixth schedule (Autonomous councils) of our constitutions, why can’t our state seek the same benefits? Creating of ADCs doesn’t mean complete separation from state jurisdiction and control of state government. As mention above it is just a temporary adjustment.

Let us have ADC
Dear Editor,
This is in response to SUMA’s opposition of granting of Patkai and Mon autonomous district councils. It is unfortunate on the part of the association to come out against the long standing and much needed demand for the trouble torn districts of Tirap, Changlang and Longding.
While appreciating the emerging popularity of SUMA for its noble endeavor, the unions and associations based in state capital are expected to have a holistic attitude towards the issues beyond Itanagar and its politics.
We all will be naïve to the realities of insurgency, that the creation of one department is a one stop solution.
The highlighted department DOTC was created solely on the behest of the Central government
after taking stock of the developmental activities getting hampered due to insurgency.
But post-
I appeal SUMA and its members to try not to sabotage the speedy process of granting us the much anticipated Patkai Autonomous district council. The union or association has no right to hinder any democratically placed demand by any weaker section for better avenues and representation within the ambit of the state and the Union of India.
We are profoundly grateful to Pema Khandu and Union minister of state for home Kiren Rijiju for taking up the issue and we appeal them to expedite the process.
The union or association having different view on the subject are always welcomed to these districts and have interactions with the people to understand the pros and cons of getting autonomous district councils. They should rather appreciate and come out in support of the popular demand of their fellow brothers and sisters of Arunachal Pradesh.
