DFC beat  ZCS 2-1 in Dree football

ZIRO, Jun 17: Diibo Football Club (DFC) beat Zamra Club Siiro (ZCS) 2-1 in a keenly contested match in the 47th Dree Football Tournament at Subansiri Stadium, Hapoli today.

The match started on an attacking note with both the teams making inroads to each other’s dent; but failed to score. The score remained 0-0 at the end of first half.

DFC found the breakthrough in 60th minute when Koj Tada converted a free kick. However, ZCS in a counter attack equalized the score within a minute through Budhi Taker.

When the match was heading for a draw, the referee awarded a penalty kick against ZCS for handling the ball in D- box by the defender of the team. Mudang Neha did not miss the spot kick to give his team a 2-1 win over ZCS.

Earlier in the day, Apatani Student Chandigarh Football Club (ASCFC) defeated Youngest Club Hari (YCH) 2-0 goal. The scorers were Tallo Kago and Radhe Bida.

ASCFC team played the match with a new slogan ‘Keep & clean Apatani Plateau and make it No.1 tourist destination of Arunachal Pradesh” This appealing slogan was appreciated by all.

 

Seppa battling power woes

SEPPA, June 17: Power supply in Seppa Township has been disrupted following breakdown of the TG unit–I of Pacha Hydel project on June 11.

During a visit to the hydel project EE (E-M), Bomdila and the AE (EGM), Seppa found that battery bank has completely gone out of order. “Order for a new battery set has already been placed and it is expected to reach Seppa within a forthright,” the EE informed.

The EE appealed to the consumers to bear with the inconvenience until complete restoration of power. DIPRO

 

Pre- service teacher training gets underway at DIET Kamki

AALO, June 17: Altogether 23 teachers out of thirty seats allotted are appearing examination for Diploma in Elementary Education at DIET Kamki today.

As the Diploma degree has been made mandatory for all the teachers by 2015 as per Right to Education Act, another batch of 360 in service teachers both SSA and regular are appearing the training examination from 23rd to 28th of this month. The teachers are being accommodated in the Donyi Polo College Kamki.

DDSE Tomi Doke has expressed his gratitude to the college Principal Dr. Rejir Karlo for all cooperation and support for accommodating the teachers from various parts of the district.

Meanwhile, the DDSE has called a coordination meeting of all BEOs, Headmasters and staff to give elaborate briefing on maintaining official secrecy, timely disposal of files, positive responses to visitors, other office decorum etc. The officers and staff of the department too shared their problems and grievances to the DDSE in their interactive session. ILP checking sought

ITANAGAR, June 17: Lotong Banggo Students’ Union, Lohit and Namsai has sought cooperation of Namsai ADC for emergency Inner Line Permit checking in and around Jaipur under Namsai sub division. The entire Jaipur area under Namsai Sub-Division is slowly and gradually developing into a colony of non-APSTs without ILP, said the union. It further held the tea garden owners in the area responsible for  arrival of non-APST without ILP as  tea garden labourers.

 

Coordination meeting held

TAWANG, June 17: The high level coordination meeting of PRI members of the district, gaon buras (GBs) public leaders, bazaar secretaries and representatives from monasteries held in the Conference Hall of the Tawang Deputy Commissioner recently under the chairmanship of Tawang Zilla Parishad Chairperson demanded a thorough investigation into the attack on MLAs from Tawang by few anti-social elements during the last rites of TG Rinpoche at Bomdila on May 27 last.

Describing the act of stone pelting and damaging the vehicles of the MLAs as cowardly, the meeting demanded that miscreants who indulged in the violence must be brought to book and awarded exemplary punishment.

The meeting further demanded the state government to bring out the inquiry report of the death of TG Rinpoche from Delhi police and make public the circumstances that led to his death.

Earlier, the meeting reviewed various developmental activities under PR Department in the district.

The meeting also held a threadbare discussion with regards to the proposed visit of 14th Dalai Lama next year. DIPRO

 

GPF celebrates raising day

ITANAGAR, June 17: Galo Peoples’ Federation (GPF) reaffirmed its commitment to voice and work for unity, progress and prosperity of Galo community during its 3rd Raising Day celebration here today.

GPF adopted resolution to demand for early establishment of headquarters of Lower Siang at Likabali and make it functional, establishment of technical and educational institutions in West Siang district, launching of “voters Bharao Abhiyan” in entire West Siang district, among others.

Ace arm wrestler Pakjar Taipodia also attended the function. She presented trophy and certificate to champion of MFCCI 2014 Arm Wrestling Competition Bomi Bam.

Elders, youth leaders, womenfolk and volunteers of the community attended function.

 

APVRTA writes to ES

ITANAGAR, June 17: The Arunachal Pradesh Resource & Volunteer Teachers Association (APRVTA) has in its letter submitted to the secretary education appealed for regulation of state level/district level activities in the job of IE (inclusive education) under SSA.

The association also asked for early completion of 90 days training programme.

“We are still serving our job through the 20-30 days level under 90 days training programme which are organized by SSA Rajya Mission,” it wrote to the state project director, SSA Rajya Mission.

 

Nampong MLA urges officers to work in unison

ITANAGAR, June 17: 51-Nampong MLA Laisam Simai today attended a coordination meeting with administrative officers and all heads of departments of Jairampur sub-division in ADC’s conference Hall, Jairampur. The meeting was presided over by ADC Kento Riba.

Various heads of departments such as PWD, Power, PHE, Urban Development & Housing, Krishi Vigyan Kendra, presented their on going developmental activities and schemes/projects implemented in the Sub-Division through Power Point presentation.

Later, in an interactive session with the heads of departments, the MLA appreciated their works and achievements. He urged all the Government machineries to work for the progress and upliftment of villagers. He laid stress on improvement of health, education, agriculture, horticulture and forest as priority sectors. He appealed all the officers to work as a team taking into confidence all the Panchayat members and local administration, according to an official release.

 

Land donors seek compensation  

ITANAGAR, June 17: Anchal Samity Member of Tigdo Panchayat has demanded compensation in terms of group C-D posts to land donors of Yupia district headquarter. Claiming the state government had assured to provide group C-D posts to land donors as compensation, ASM said that none of land donors get compensation so far even after two decades. ASM also claimed that Govt has assured to provide 75% of CD group jobs and other contract works. ASM further expressed dismay that Yupia is even lack of basic amenities and other infrastructural development. PRI leader sought the chief secretary’s attention to re-address the issues.

 

Intensive fogging operation in Lohit district

ITANAGAR, June 17: The District Vector Borne Disease Control Unit (NVBDCP) of Lohit has launched an extensive fogging operation in the district to fight against the malaria, dengue and Japanese encephalitis.

The fogging operation in lower belt of Lohit covering whole township of Namsai, Mahadevpur, Lathao and Wakro and upper belt covering Tezu, Lohitpur, Demwe and Sunpura is going on in full swing from the second week of this month.

First round of DDT spray operation which started on April 16 has been completed on June 15 and the second round is expected to be completed on August 30. (DIPRO)

 

AASSATA asks for reconsideration of GoI notification

ITANAGAR, June 17: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has asked for reconsideration of the notification issued by GoI that has set AISSCE 45 as the percentage for qualification.

In its letter to the state project director, SSA Rajya Sabha, it reasoned, most of the teachers serving in SSAs have already crossed 40 plus and passed out their AISSC examination some 10- 15 years back. And that maximum SSA teachers serving in the profession are from poor family.

 

Eviction drive against forest land encroachers

ITANAGAR, June 17: All Kimin Students Union voluntarily joined the eviction drive being carried out by Banderdewa and Kimin Forest Division along with the district administration against forest land encroachers within 7 kilometers area at Kimin. The joint eviction drive was conducted in the wake of numerous encroachment cases come out in the boundary area. To thwart unabated encroachment, the union and forest official planted several saplings inside the encroachment prone area.

Govt to invest Rs 5,000 cr to set

up 8K towers in NE

New Delhi, June 17: In a bid to improve telecom services in the northeastern states, the government will invest Rs 5,000 crore to set up over 8,000 mobile towers in the region.

Minister of Communications and Information Technology Ravi Shankar Prasad said improving telecom connectivity in the north east is one of the top priorities of the government.

"In the north east, telecom infrastructure will be strengthened. The government will set up over 8,000 towers at a cost of Rs 5,000 crore," Prasad told reporters here.

He said the Telecom Commission had cleared the proposal a few days ago.

The Telecom Regulatory Authority of India had last year recommended an investment plan to improve services in north east India.

The TRAI recommended a 2 per cent discount on annual licence fees for telecom operators that cover at least 80 per cent of habitations with a population of 250 and subsidies for installation of solar power units at telecom towers.

The regulator also recommended investments to provide seamless connectivity across national highways in the north east region covering Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.

State-run companies BSNL and Power Grid Corporation of India recently signed an agreement to improve telecom connectivity in the region.

Prasad said improving telecom facilities in Naxal-affected areas is also among the government's priorities.

"Providing telecom and Internet connectivity to the north east and Naxal-affected areas will be high on our priority," Prasad said in a message on Twitter's website.

The Telecom Commission has approved the long-pending project of installing mobile towers in nine Naxal-hit states, for which BSNL had submitted an estimate of Rs 3,241 crore, which was higher than Rs 3,046 crore approved by the Cabinet. The project will be placed before the Cabinet for final approval. PTI

 

 

APC-APUWJ seek policy decision

Felix, Pul assure support

ITANAGAR, Jun 17: The state government has always been supportive of the media as it serves as a bridge between the government and the people, said GoAP spokesman and IPR department Parliamentary Secretary Bamang Felix when representatives of the state’s media fraternity called on him to seek policy decision regarding IPR department.

Terming the memorandum submitted by Arunachal Press Club (APC) president Chopa Cheda and APC-APUWJ chief advisor Pradeep Kumar as genuine, Felix said that he would move Chief Minister Nabam Tuki immediately as the matter regarding implementation of Information & Publicity Policy 1999 that requires fund allocation to the IPR department for making payment of all advertisement bills would require policy decision.

The duo drew Felix’s attention that due to violation of the Information & Publicity Policy 1999 and non-allocation of fund for the purpose to the DIPR, the media organizations have been incurring huge losses as the departments pay the bills whimsically, bills remain unpaid for years and ultimately turn bad debts.

Citing the example that in most of the states the ad bills are cleared quarterly, the APC and APUWJ have been pursuing the GoAP on the issue since 2004 but without any tangible result so far.

However, Felix asked the IPR secretary Dani Salu to immediately put up the file for him to take it up with the government seriously for fulfilling all genuine demands.

When pointed out that many central government establishments based within the state were routing their ads through agencies located outside causing losses to the local media organizations, Felix assured to take up the matter with appropriate authorities.

Later the duo also called on Health & Family Welfare Minister Kalikho Pul to draw his attention to the fact that various GoAP agencies, like NRHM, APSACS, SSA, Malaria, TB, NPEB etc have been issuing ads much below the DIPR’s approved rate, that too few ads annually, though such organizations basically aim at massive publicity.

Responding to the memorandum, Pul assured that there would be no injustice to the media and he would initiate immediate steps to redress the grievances.

 

 

DC issues order for phase-wise development of Ziro valley

ZIRO, June 17: In a bid to develop Ziro-Hapoli Township in a planned manner, Lower Subansiri Deputy Commissioner (DC) Krishna Mohan Uppu has issued an order under section 133 Cr.PC and instructed Town Planner, Ziro to frame the building bye-laws in accordance with National Building Code (NBC) of India within a month.

The bye laws would be applicable to all new construction, addition, alteration to existing buildings and change of occupancy, land use regulation, planning and development of land. Further, no private or public building would be allowed to construct or developed within Hapoli Township without prior approval from the UD department.

The EE, Power and EE, PHED have been instructed not to give water and electricity connection to any building or house, be it private or government, without clearance from the Fire Department and subsequent Completion Certificate (CC) by the UD department.

The DC asked all HoDs, CO (Dev), Ziro and DLR & SO to submit the list of government land encroachment, unauthorized construction, illegal occupation of government quarters, circuit houses, inspection bungalows/govt. land in Hapoli Township to the ‘estate officer’ (ADC, Ziro) within 15 days. The defaulters will be initiated action under Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003.

Lamenting the construction activities in the agricultural land (paddy fields) in the Ziro Valley (other than the notified Hapoli Township) thereby disturbing the physical environment of the community, he insisted for permissions for the same in exceptional circumstances in larger public interest which shall only be granted by the Deputy Commissioner (DC), Ziro. Earlier, DC held a meeting the SP, all administrative officers, including ADC, COs to discuss the issues. DIPRO

 

 

Tsering reviews hydro projects implementation

ITANAGAR, June 17: Hydro Power Development Parliamentary Secretary Phurpa Tsering convened a review meeting today at Conference Hall of Jal Didyut Bhawan here to know current position of power generation and progress of ongoing projects across the state.

Parliamentary Secretary asked the departmental officers to work selflessly for generating more power from small hydro electric projects adding that the state largely depends on hydro power for generating revenue.

Secretary Power Kaling Taying suggested the officers to achieve the target by utilizing the available resources and man power judiciously.

Pura Tupe, Chief Engineer (Western Zone), hydro power department gave a power point presentation on the status of various projects under Prime Minister’s package and the issues pertaining to the department. Lipe Ete, Chief Engineer (Eastern Zone), hydro power also spoke on the occasion. All the superintendent engineers and executive engineers both civil and electro-mechanical from all districts also participated.

 

 

Moyong convenes coordination meeting with PRIs

PASIGHAT, June 17: 38-Pasighat MLA Kaling Moyong convened a coordination meeting with the PRIs at DC’s conference hall today. The meeting was presided over by the DPDO Rajesh Panyang and attended by the ZPC, ZPMs, AS Chairpersons, ASMs and Gram Panchayat leaders of Bosing and Bogong Banggos.

Emphasizing the role of Panchayat leaders in implementation of various rural development projects, MLA Moyong urged the leaders to work with utmost sincerity, dedication and devotion. He advised them to conduct awareness program at village level to make the rural people aware of the various RD program and schemes. We must avail maximum benefits from the union government to raise the living standard of our people, he added.  On the occasion he remembered the esteemed contribution of Dr. Daying Ering who pioneered the three-tier Panchayati Raj movement. He said that considering the recommendation of the Daying Ering Commission (1965), North-East Frontier Agency Panchayat Raj Regulation Act was passed by the Parliament and put on implementation by the government of India in 1967. As per provision in this Act, the Agency Council was formed as apex level followed by Zilla Parishads at District level, Anchal Samitis at Block level and Gram Panchayat at village level.

Moyong exhorted PRIs to work together in proper coordination so that the fruits of the schemes percolate down to the real beneficiaries.

ZPC Kaling Dai presented a brief report on plan and achievements. He appraised the MLA and handed over copies of decisions, proposal and resolutions adopted so far and further informed that frequent transfers of DC’s during last one year hampered many developments in the district.

He committed to extend full cooperation to the newly elected MLA for betterment of the rural people. All the ZPMs also spoke and shared their suggestions on the occasion. DIPRO

 

 

MIFF  in Arunachal Pradesh’ begins  today

ITANAGAR, June 17: The Parliamentary Secretary for IPR, Printing and Education Bamang Felix will be inaugurating the Mumbai International Film Festival (MIFF) - Arunachal edition at Hotel Tosum Naharlagun on June 18. Films Division, Ministry of Information and Broadcasting, Government of India in collaboration with the Directorate of Information and Public Relations, Government of Arunachal Pradesh is organizing the festival. Like most film festivals, entry will be free for the viewers. The three-day festival “MIFF in Arunachal  Pradesh” will screen selected and many award winning films of Mumbai International Film festival, featuring documentary, short and animation films.

“MIFF in Arunachal Pradesh’’ will showcase some of the finest cinematic works realized in the last eight years throughout the world and thus presents an opportunity for cinema lovers and children of the state to watch these films. Many local directors and producers of the state will also be attending the festival. The Festival will also features three documentary films  on Arunachal Pradesh.

It’s a maiden attempt in Arunachal Pradesh. The festival has already been organized in some of the North Eastern states like Sikkim, Maipur and Nagaland.

The Film titled, “The Little Terrorist (Oscar Nominated), directed by Ashvin Kumar will be the inaugural film of the festival.  DIPR

 

 

Rally on disaster preparedness organized at Longding town

ITANAGAR, Jun 17: Longding District Students' Union (LDSU) in collaboration with District Disaster Management Authority (DDMA) office organized a day-long mass rally on 'Disaster Preparedness' at Longding town today.

Hundreds of students including the executive members of the Longding Dist. Students' Union and the staff of DDMA actively took part in the awareness campaign to know about the disaster.

The Deputy Commissioner who was present on the occasion urged residents to maintain eco-friendly atmosphere and also suggested to stop the hunting and killing of wild animals.

ADC warned the citizens not to construct dwelling houses in the govt. official allotted land. The DDMO briefed about the disaster and suggested to cultivate the Agri-land with proper irrigational channel in order to avoid soil-erosion.

Manlem Wangsu, President, LDSU exhorted youth to work like a Rescue Team in the need of hour for the interest of the society and to stay aware and alert about disaster or natural calamity.

Blame game

 

BSNL yesterday lodged an FIR against PWD contractors for destroying underground cables and pillars at Chimpu and O point in Itanagar. As per the sources about 1600 Service lines have been affected because of digging works carried out with the help of excavators.  Telecom giant claimed that contractors never intimated them before the start of the work. BSNL also added that no compensation has been paid by the State Government for the damages caused by its works departments since 2011.

This incident is one of the glaring examples of how the agencies do not work in tandem. PWD should have coordinated with BSNL to avoid such loss of properties. In the past there have been instances when water pipeline got damaged due to the excavation work carried out to construct drain along the highway. BSNL themselves has been accused of damaging road while laying optical fibre. Instead of indulging in blame game, these agencies should properly coordinate among themselves, so that works executed by one do not hamper infrastructure of others.

ADC should be seen as a welcome step in bridging the gap

Dear Editor,

This is in response to the news published in your daily ‘SUMA says no to autonomous councils’.

First,  the Student’s Union body said that, ‘already  separate departments have been created for Tirap & Changlang and Department of Karmik and Adhyatmik Affairs with special developmental package for the development of the regions/Districts. Yes, technically true. But, the issue of backwardness and underdevelopment cannot be solved just out by creating an institutions or departments. The pertinent issue is ‘execution and operational part’. Who operates the departments and takes the decisions, arrange funds?

And the most important is, ‘How much the local authorities and people have a say on such development plans allocations? The departments for Tirap and Changlang might have been created but it seems people and local authorities  of Tirap and Changlang has no direct participation and freedom for decision making in the affairs of the said departments. Every affairs is under strict control of state government and head of the departments who lives in Itanagar,  100s of kms away from the districts.

As Late. Shri Rajiv Gandhi, PM of India once said, “that for every rupee sent to the common man, only 17 paise reached him”. Thus the debate is on delivery system in welfare schemes. I remember during the recent election people admitting that they don’t know about DoTC, the location of the office or the officers.

This clearly indicates the failure in execution part and need of demand of empowering the local authorities and people in planning and decision making purpose. This could lead to better planning and distribution of financial resources without any kind of hurdles from a middleman. This is what autonomous council promises to give to the people of backward regions.

Second issue which the article raised is about the threat to peace and communal harmony within the state due to creation of ADCs. Creation of ADCs or any kind of reservations for the backward region cannot be seen in the light of communal and unequal treatment. Instead, it should be seen with the view of upliftment; a kind of support and help to grow along with the fellow family members.

The need and demand for autonomous councils is purely socio-economic reasons, not on any communal basis or divide and rule policy. Autonomous Council should be seen as a welcome step in bridging the gap of development between the advance and poor districts. The idea of such autonomous council and reservation is to ‘let the backwards prosper and let forwards continue to prosper, without disturbing or creating any kind of ill feelings or communal towards each other while observing the normal affairs of administration within the region/state’. It can be seen as a balance diet for the balance in development and progress of a state and a way to eliminate the discontent feelings among the people of backward region arising on account of unequal development and distribution of resources. It is just a temporal adjustment of government under sixth schedule of our constitution to provide financial and administrative freedom for the development of the backward region/districts. This can also be dissolve and suspended any time by the Governor/president of India on recommendations of the appointed committee.

However, it is equally true, there is no guarantee that with coming of autonomous councils such problems will be vanish overnight. But, true the autonomous council will provide a platform for the people of the region to take their own decision in administrative jurisdiction, financial allocations and distributions and  other development areas. This infact, will empower and uplift the people of the region. Autonomous Council may give some hope of  job opportunities for the youth of the districts who otherwise may end up their career in wrong path.

Let us all try to feel and understand the problems and conditions of the three districts.                I sincerely appeal to the SUMA and its members to support the demand of autonomous council. When almost every states of NE like Assam, Meghalaya, Tripura and Mizoram are getting benefit of development out of sixth schedule (Autonomous councils) of our constitutions, why can’t our state seek the same benefits?  Creating of ADCs doesn’t mean complete separation from state jurisdiction and control of state government. As mention above it is just a temporary adjustment.

Need eco-friendly, weather-sensitive, indigenous school uniform

Dear Editor,

The benefits of a school uniform can be several. Among other factors is oneness. The same dress instils a sense of oneness, a sense that they belong together. It is their common identity. Equality – Children will not be able to show off their wealth by what they wear. It minimizes the superior-inferior complex, which usually goes with the kind of dress that people wear. Identity – School Uniform serves as a mark of identity. The management, the students, the driver, the locality know who is who by the look of the School Uniform. This is especially useful for identification of small kids. I guess these are the chief benefits of School Uniforms.

The hurting side of school uniform:

We also have to acknowledge that bad choices of School uniforms bring sufferings instead of blessings. Just think of this, for reference. This month June is now unbearably hot. And of course you are aware hundreds of Indians die each year because of summer heat. But each morning you are seeing off your precious little children all dressed up. The vest, shirt, tie, socks and all-weather black shoes. And on top of all these there comes a heavy bag of books. And mind you, not all schools have fans. And if they do, there are power cuts on daily basis! I am convinced that it is God’s grace that children can carry on like this!

Now whose decision is this? Our children are subjected to dress from top to bottom in the heat of summer and are sent to study, to learn, to do Math problems! Surely you and I do cannot dress like this!

Therefore, the time has come for us to consider for a change. Now how about a more eco-friendly, weather-sensitive, indigenous school uniform? Why not go for a uniformed cotton T-Shirt, Sandal, uniformed shorts? Will it not be more sensible in this tropical summer? Of course, you can keep the tie and the polished shoe for special events. You may order your jackets or sweater for a chill day.

May we suggest that the school owners and management bodies re-consider the uniforms so that children can breathe better next summer? Trust you are part of the people who bring good changes. And we shall remain grateful to every leader who works to make learning easier and child-friendly.

Let us have ADC

Dear Editor,

This is in response to SUMA’s opposition of granting of Patkai and Mon autonomous district councils. It is unfortunate on the part of the association to come out against the long standing and much needed demand for the trouble torn districts of Tirap, Changlang and Longding.

While appreciating the emerging popularity of SUMA for its noble endeavor, the unions and associations based in state capital are expected to have a holistic attitude towards the issues beyond Itanagar and its politics.

We all will be naïve to the realities of insurgency, that the creation of one department is a one stop solution.

The highlighted department DOTC was created solely on the behest of the Central government after taking stock of the developmental activities getting hampered due to insurgency. But post-creation of DOTC has rather invited more deprivation by the state government. The state has stopped placing funds totally in Annual Operation Plan (AOP) in all the departments with regard to the three districts leaving behind a miserable conditions. The state has failed in all fronts to accommodate and deliver to the needs of our people.

I appeal SUMA and its members to try not to sabotage the speedy process of granting us the much anticipated Patkai Autonomous district council. The union or association has no right to hinder any democratically placed demand by any weaker section for better avenues and representation within the ambit of the state and the Union of India.

We are profoundly grateful to Pema Khandu and Union minister of state for home Kiren Rijiju for taking up the issue and we appeal them to expedite the process.
